National Representatives
The UK Society of Construction Law is looking to expand its membership and broaden its base with like-minded people throughout the world. During January and February 2005, we are seeking volunteers to take on the role of National Representative representing the UKSCL overseas.
The National Representatives will be the contact points for information for visiting SCL members and for those interested in the Society in their countries and will be encouraged to provide short articles for our newsletter and website addressing construction law issues and opportunities within the country which they represent.
The National Representative must be a member of the UKSCL and be resident within the country which they represent. Virtual Membership of UKSCL costs £25 joining fee plus £15.00 per annum, which entitles the member to download papers from the UKSCL website and receive the regular newsletter. The term of the National Representative will be one year, although this may be renewed by agreement.
Anyone interested in volunteering to be a National Representative is asked to put forward their CV with a brief synopsis of how they see the role developing within their country. This should be forwarded to Jackie Morris at the address below or emailed to her at admin@scl.org.uk by 1st March 2005 .
There will be only one National Representative per country. If more than one member applies, a decision will be made by Council as to whom should be appointed to the post for the first year. Successful appointments will be notified on 15 th March 2005 .
The UKSCL directory and website will contain the National Representatives contact details and a new section of the website will be developed on a country basis which will include articles as submitted by the National Representative or any other UKSCL member.

Former Chairman in Sierra Leone
I felt that Richard Bayfield's recent trip would be likely to be of interest to many members, so I asked him to provide a note on it for this issue of the Newsletter. Anthony Lavers, Chairman.
Richard Bayfield writes: My visit, in November, was to Koidu, the diamond town close to the border with Liberia , which was at the heart of the civil war in Sierra Leone between 1992 and 2001. Although this war was not well-chronicled by the Western media, it was a brutal conflict between factions, with numerous atrocities, which left many victims missing limbs.
Since the end of the war, there have been encouraging signs of reconciliation, including the emergence of a democratic council. I witnessed an open-air council meeting at which representatives of all local tribes/interest groups were present, which was of great interest to someone from a professional dispute resolution background.
The reason for the visit was that my local church has been supporting the construction of a new church and school, the project being in Maima village, just outside Koidu. The new school has recently opened with just over 100 pupils in attendance.
Despite the hardships of the journey, the visit was an immensely fulfilling experience. If anyone would like to learn more about this project, please visit the website www.c3m.info or give me a call on 01865 311800.
SCL Website
If you have not yet done so, take a look at the new website which has been completely redesigned to make it easier to use. Members can now log in from the homepage, and stay logged in throughout the site until they log out. When you log in you will see a new navigation link to 'Members' which is where you can update your contact details, email subscriptions and data protection info - as well as search for information about other SCL members who have agreed for their data to be accessible to other members on the website (currently over 500 members). In due course, some new facilities will be added for members.
If you have any questions, problems or suggestions, please contact our webmaster, Edward Peters, at Webmaster
SCL Papers
Those members who receive the newsletter by post will find enclosed with it a bound copy of Professor Peter Hibberd’s paper “The Place of Standard Forms of Building Contract in the 21 st Century”.
This is the latest title to be added to the long list of papers now available on the website. It can be downloaded free by e-members, full members and academics.
Contributions invited from Members
What construction law related topic would you like to see presented as a talk? Please email your suggestions to Jackie Morris on admin@scl.org.uk and we will do our best to organise a talk in your area.
You are also invited to contribute to the newsletter. If you have an item related to construction law that you feel would be of interest to others, then please email text to Jackie Morris at admin@scl.org.uk. A member of Council will thereafter decide whether to include the item in the next newsletter. Please note that we do not accept advertisements or items of a commercial nature.
